I need an experienced php programmer modify and re-code a php mailer application to include the following features:
1. Re-design the mailer interface and message composing window for a nicer look with support for a powerful HTML and Plain Text Emails.
2. Integrate the strongest encryption on the mailer
3. Allow users to choose whether to use proxy or not. In the current version, this is mandatory.. Please make this optional
4. Recode so that the mailer will support authenticated socks 5 proxies using username and password.
5. Support for custom headers and message randomization
6. Admin panel to create user accounts and view email sending statistics
