How to extract the fraction second from timestamp in Javascript

Timestamp like 2022-01-13T18:16:51.651683Z, the fractional seconds can go up to 9 digits

How to get the fractional seconds after . and before Z, and not using Date type in javascript. Because the Date can loose the precision.

Expect to return 651683.
