Customize a template / add widget areas by slinky84

I’m looking to add widget areas to my template and only show them on the home page. when i click on a article i want it to so just the article and the main header slider and above. (Budget: $30-$40 USD, Jobs: CSS, HTML, PHP, WordPress)
