This project is to develop a new product for education institutions administration. Product will be completely web based and is expected to be of approximately 50 screens including reports. Product should be scalable (be able to handle hundreds of connections simultaneously) and provide consistent performance. We have included few screens for your reference. Details about all screens/reports will be provided to selected bidders.

This product should be workflow(action/FYI) based.

Required knowledge/experience : workflow, basic accounting, reports, graphs, charts.

There are two parts to this project.
Part 1:
We have an existing program (C/C++) that creates a series of 60 still image frames as BMP files at 640px x 480px in a single folder.
We need a new program to automatically take the 60 files (in a folder) and to resize/convert them to JPG files at 260px x 195px and save in a destination folder with the possibility if uploading via FTP to a remote site.

PART 2:
(This part exists) The transferred files create a SWF Flash file when played in a flash/JS program that plays on the web (see file sample player at http://epfvp.com/ff/)
(NEW BIT) We need to convert the SWF player output (temp file?) to a MP4 video file for upload to Facebook and also a second smaller mobile phone version. If easier, there is also the option of recreating the SWF output from the 60 JPG still images into a video file which will include a skin or frame to create the illusion that you are watching online book being flipped. (see sample)

The video will be filtered to give the visual look of an old style film.

NOTES:
Customized programming to create a stand alone module
Completed video file will be uploaded and emailed to end customer
Ability to upload to website and have files viewable online
This could be a local computer and/or a web based program

Audio transcription and translation services needed.

I am seeking a company that will transcribe audio messages left in:
English
Hindi
Gujerati

…and then send the WRITTEN TRANSLATION [where translation is needed]in EITHER a text/email/word doc to a specified return address/telephone number.

Schematic example:

1] An mp3 file will be delivered to, or collected by, you via Internet distribution
2]Audio file will include our staff saying [in appropriate language] “Translate to ENGLISH” or “Translate to Gujerati” or “Translate to Hindi” or “NO translation”
3] Average wording: 30 words or less
4] File will include [in audio]: Telephone number of recipient for text [for SMS/Text] OR email address for email/text/word doc
5]Your staff will transcribe AND translate and transmit the new message via requested method
6] Initially around 10 messages per day, whilst developing and then to around 100 messages and then we will scale up; we ask that your company be able to scale up the operation as our demand grows.
7] All messages are non-sensitive, non-security….but you MUST be able to provide proof of ISO compliance etc for security standards.

Please provide details on how you will cost and price, and your methods/costs for delivering Text/SMS etc to a globally based staff.
