Reduce Webpage Loading Speed

Hi, I have a website www.aei.ie and i want to reduce the speed that the pages load at. They are loading very slow and my google account is recommending that i reduce the speed that pages load at. I will want the programmer to view all recommendations on my Google webmaster account and impliment all recommendations. Simple project for the right person.
Site is a Joomla site.
Google is recommending “enable gzip compression” “Combine external javascript” and “Combine external CSS”.
All items that will reduce the loading time of all pages must be implimented. I will test before and after project begins.
Feel free to ask questions.
Thanks, Steve
