Needs Guideline for Developing Helpdesk/Ticketing system [closed]

Can someone guide me about creating helpdesk/ticketing system with in my comapny. I am new in development although knows basics (I want to get help which tool/technology/framework will be best for building front end and backend development) if someone guide me in detail , I will be very thankful to him.

I have basic job responsibility of Retail Apparel Chain Brand IT Managerial Duty (Network & Servers) having 40 stores nationwide icluding 2 Main warehouses and Head Office teams as well but as per Management decisions I needs to develop ticketing system as own (not want to use freeware). I need help someone guide me which tools and languages i should use for developing A to Z (Front end, Backend, DB tool) this helpdesk.
