Online Money Transfer
OVERVIEW
This website will have 2 interfaces and will utilize 2 languages, English and Arabic. The process will be quite simple, visitor visits the site logs-in if already have username and password OR creates one if not assigned one or already have authenticated username password.
FIRST PAGE:
This will be the first page when user visits the http://www.domain.com and will have 2 options ENGLISH and ARABIC on main screen with a check box to save his preferences for the next visit. Once the user selects his language he will be redirected to selected language home page for example: http://www.domain.com/EN/home.html
THIS STEP IS ONLY REQUIRED IF THE USER IS NOT ALREADY LOGGED IN AND VISITING THE SITE FOR THE FIRST TIME, ON FOOTER OF THE PAGE USER ALWAYS WILL HAVE OPTION TO CHANGE HIS LANGUAGE PREFERENCE.
IF YOU WOULD LIKE TO KEEP THE LANGUAGE VARIABLES IN DATABASE AND SELECT THEM ON RUNTIME OR IF YOU WOULD LIKE TO KEEP THEM ON A TEXT FILE AND REPLACE THEM WILL REQUIRE SOME SORT OF CACHING ENGINE, PLEASE PROVIDE ME WITH YOUR SUGGESTING HERE.
THE ENTIRE SITE WILL USE 2 INCLUDE FILES THOSE ARE HEADER, FOOTER AND RIGHT AND THERE WILL BE INSTANCE WHERE IT WILL USE LEFT TOO

You can use marquee or javascript and for reference please look at http://www.hypergurl.com/marquee.html and http://www.hypergurl.com/scrollingtext.html or http://www.quackit.com/html/codes/html_marquee_code.cfm in any case when the user click that div tag he will be redirected to rate page.
