This is a marketplace. The platform must have the same functionality for the advertiser management, the blogger management, and complete admin management. Would have some minor changes in the bidding rules to disclose to the selected programmer.
Admin module must contain facility to account for payments received from Advertisers, account for accrued amounts owed to bloggers, and to mass-pay bloggers at specified days. Must contain activity reports. More specific admin requirements upon selection of programmer.
Should be integrated with PayPal.
Looking for graphically pleasing web 2.0 site. Please provide your suggested development platform/languages and your reason why.
Programmers should provide other examples of scalable marketplaces they have developed.
