Time Slip Tracking Database

I need a web based (maybe sharepoint doesn’t have to be) database for team members to enter their time spent (time slip) working on a project.

there should be an administrative login that allows for adding users.
and the ablity to assign users to groups.

There should be groupings for the team members (A, B, C)

The web site should authenticate the user via a password login.

the authenticated users should be able to put in time slips for themself or team members in their grouping. There should be a simple interface with a droup down list of common task and an option to enter in a new task not in the list.

There should be a submit button to submit the time slip to the back end database.

There should be a report function to report on all time slips over a particular date range.

Not looking for bells and whistles, just functionality definded above. (hosting will be provided for development)
