I need someone who can implement this algorithm and write the program which is properly running. I DON’T want a GUI but rather a program. It should be able to compute the Peak Signal to Noise(PSNR) of the decoded image, the bit/pixel(bpp), compute the compression ratio, encoding time….. (Budget: $30-$250 USD, Jobs: Algorithm, C Programming, Engineering, Matlab & Mathematica)
