small modification required in php site by magentom

i want to do 2 points in php 1)I need to add a static amount to my shopping cart while checkout. 2)I want to add a form validation to force user to select the category on form before submitting the form… (Budget: $30-$250 USD, Jobs: MySQL, PHP, Software Architecture)
