Hi WE need to write a Ansi C code which will make picture coding use SVD (singular value decomposition) from Fortran’s Lapack or native C “clapak”. The extension on picture is “.pgm”. Basically it needs to make simple 2×2 or 3×3 matrix from the .pgm and using SVD to code this gray scale picture… (Budget: €30-€250 EUR, Jobs: C Programming)
