Upload your picture then scale it inside a png background using canvas html5 then save those two images in one image and upload into server. I have done the scaling part and stock with marge those two images together… (Budget: $30-$70 USD, Jobs: AJAX, Android, HTML5, iPhone, Mobile Phone)
