Convert PSD to HTML by phpsmitheu

I have a psd that i need converted to html. PSD would be provided by me. Contractor has to produce html design. Required design is attached. My budget is $50. (Budget: $30-$250 USD, Jobs: HTML, PSD to HTML, Website Design)
