Turn Ipad app into universal App by Jhart64d

I have an Ipad app i would like to convert to a universal app to run on both ipads and iphones. I will do all graphics. i only need help with coding to change the layout between the two different devices. (Budget: $30-$250 USD, Jobs: iPad, iPhone)
