I’m currently using Interspire Email Marketer as a front end to PMTA. The version I have, has the multiple mta addon and is very efficient at rotating ip’s/domains. The one problem I see is that it always uses the domain name where IEM is installed, instead of the MTA’s sending domain… (Budget: $35-$100 USD, Jobs: PHP, Software Architecture)
