I have done a SharePoint foundation 2010 multi tenant setup in our test environment. i have created site collections and site subscrpition for each site collection. Created tenant admin site also. Currently all the above sitecollections are working fine… (Budget: $30-$50 USD, Jobs: .NET, C# Programming, Sharepoint)
