C++ exit exe if same running and self exit if too long by sunbum

I have a custom .exe that I need to be modified to do 2 things … 1) When started, check to see if another copy is already running and if so exit. 2) When running and not completed within 15 seconds, abort and exit… (Budget: $30-$250 USD, Jobs: C++ Programming)
