Help with an existing "non working" website by mobiledesigns

I have a non working website design that needs some work, I need someone to fix it, maybe add some pages, etc. and I also need help posting it on the internet. (Budget: $8-$15 USD, Jobs: Graphic Design, HTML, PHP, Website Design)
