TAPI Safehandle and Intptr issues in 64 bit OS by droutledge

**NOTE** do not reply to this stating the program can just run in 32 bit mode on a 64 bit OS. Going forward this needs to be able to run on 64 bit OS and be able to access all available system memory, not <=3GB only… (Budget: $250-$750 USD, Jobs: .NET, C# Programming)
