The API or payment gateway can helps to pay the credit card bills by a bank account

Actually, we are working on a project in which we have to add the functionality to pay credit card bills.
So, I want to know if there is any API through which credit card bills can be paid by bank account by using PHP programing language.

We tried via Pay pal but is refused regarding credit card bills payment by bank account.
