Accounting System Web Based 2

I need a freelancer to write a web-based program, by modules, preferably on PHP based on MySql DB. It is a program for a new aluminum and glass window manufacturing and retail store for small building contractors. The program must include the following modules:

1.- Inventory
2.- Invoicing (Able to change prices directly on the invoice at the manager’s discretion)
3.- Accounting (payroll, variable tax rates, adding new taxes, removing no longer existing taxes, bonuses, comissions, etc.) **We should be able to print accounting reports by different periods such as daily, weekly, biweekly, monthly, quaterly, yearly, etc.**
4.- Expenses (electric, phone, rent, water, gabage, fuel, etc.) **we should be able to add fields for new costs**
5.- Material costs (Raw material and parts costs) **we should be able to add fields for materials and parts costs**
6.- Estimates
7.- Check printing
8.- Modifiable invoice formats
9.- Modifiable Order formats (for warehouse)
10.- Sales **We should be able to print sales reports by different periods such as daily, weekly, biweekly, monthly, quaterly, yearly, etc.**
11.- User based security (Administrator, Manager, Sales, Warehouse, etc.) **We should be able to add and remove users**
12.- 2 invoice types, 1 with taxes (displayed separate from the subtotal and then totaled) and 1 without taxes. each kind will have a different number sequence.
13.- Based on the type and size of the window to be assembled, the software should be able to calculate the Raw material and parts costs as well as the diagram for cutting, soldiering and assembling, which will be printed at the warehouse for the dispatcher to give to the assembler, and will also deduct the amount of raw material and parts from the inventory. **we will be providing the formula for the calculations**
14.- This is to be a web-based system, which will be hosted at a local server and will have it’s interface working from any web browser, to give the owners and managers the ability to check on everything from anywhere.
