Modular Multi-platform Audio P

This is really a pretty simple programming job for someone who knows what they’re doing.

What I need or require:
A mulit–platform audio player package in 3 levels of sophistication:
1. Straight stereo play of a file.
2. A customizable stereo blend of 3 audio files.
3. A completely interactive version of #2 where the audio files can be changed smoothly mid-play.

Version 1 & 2 will be targeted to all platforms listed in selected skills.
Version 3 is targeted for the iPad.

It must be made difficult for users to substitute their own audio files to use with the system.
There must be a supplied audio file “converter” for me to use to make audio available to the system.

What I already have versus what the provider will deliver:
Regular audio files.

Other context/requirements that providers will need to know:
How to lock down an iPad from accidental touch. In version #3 the iPad is intended to be a *dedicated* unit to the application. Override will be possible, but must be deliberate without affecting performance.

Specific expertise/background that I am seeking:
Exceptional modular coding practices — sharing of as much code between platforms as possible preferred. An eye for smooth and streamlined pop-up interfaces on the iPad. Exceptional attention to detail and willing to follow-up on possible augmentation of app.

Timeframe for delivery:
Preliminary iPad version 15 August 2010
