What backend framework is most suitable for social media web apps?

I’m looking for the most suitable / practical backend framework that makes it quick & easy to develop robust social media & video sharing apps such as Facebook & YouTube. I value fast write time, flexibility & ease of use over the fastest run time because I’m a noob without a team. Also, I’m on Windows PC.
