Why SCSS dint update the CSS file, I have to delete It each time?

I am using scss in the node project, I started the server and refresh the browser page everything is running, but when I do some changes in the scss file and refresh the page CSS file didn’t update, I have to delete the CSS file and then when I refresh the browser new CSS file is created with updated code. Why scss didn’t update the CSS file?
