How to covert an excel file to JSON with nesting according to the same group?

I want to get the data in the excel file as JSON with nesting as an array for the same groups. Please look at the image where I have provided a small part of the dataset and the desired JSON format.

NOTE – Please note that Bangkok is not the only value in the ProvinceEng column
