DETAILS
I would like to use the following theme for the general structure of the admin section (i.e., the header and left-sidebar section):

I also wish to use this theme to better organize the Write Panels and similar elements by organizing additional custom elements into different tabs [for example, all SEO and marketing Related custom fields could be in a ‘Marketing’ Tab].
I also have a number of plugins that I want to use in this project which need to be integrated into the Admin section. Included in this is restructuring the order and placement of the admin menus.
Finally, I want to combine all of this into a plugin so that I do not have to edit the core files and so that I can use this new admin menu with any theme that I want.
