temp control assignment specification:
a) if the temp goes below the minimum value, the heater is to be switched on untill the temp is greater than th minimum value by 2 degrees c.
b)if the temp goes above the maximum value, the motor (simulating a fan) is to be switched on at maximum speed (clockwise) untill the temp is less than the maximum value by 2 degrees c.
c) no action is to be taken if the temp is within the temp band.
