I am looking for a skilled, yet budget friendly programmer who can create a live wallpaper for the Android OS. The wallpaper will be an animated live wallpaper of an ocean scene (similar to the picture I attached). The wallpaper will interact with the actual time on the device, so the sun will rise according to the actual time on the phone and the sun will set with the actual time, the moon will rise and set as well.
