i am looking for an experienced SEO expert that may have a simple template answer to my ongoing web domain traffic projects.

I own a site that organically ranks pretty high (could be improved for several key words). I have found several keyword PHRASES using the Google tool that are searched heavily. Some of these are EXACT matches for available domains that I am purchasing (.com).
What is the best approach to making sure that the exact match domains rank high for the organic search. What is best method for getting this traffic directed to my MAIN site?
URL forwarding is effective without content on this new site?
Simple template contructed with blog, backlinks, titles, etc.?
