I’m looking to create an ad that comes up at the bottom of the page.
Here is an example:

You don’t have to use that example, but that’s what I want it to look like.
No.1
I want to be able to put content in the ad section, not just a picture.

Above the ad I want a minimize, restore, and close button. The close button will obviously close the ad, the restore button will expand the ad all the way to the top of the page, and the minimize button will restore it to it’s original size once expanded.
