Video Encode Script Or Exe

I need a script or app to batch encode video files to .mp4 h264 formats.
One file acts as sourse then outputs multiple encodes of the sourse file In multiple
Bit rates In mp4 h264 format.

Also the script must out put a sourcename.smil file formatted like below.
