I need a WordPress professional programmer to create a theme.
Pages already exist in html format.

Theme must be able to create new pages
New Pages need to be able to add under existing navigation or a stand alone page
Can the blocks on the home page able to turn off or add new block?
Can the block on the content pages be switched on or off?
Can the carousel banners in the home page be managed from the admin? Can the carousel banners in the content pages be managed from the admin?
Can the footer be managed from the admin?
Is there a way to have a couple different layouts available as templates for the content pages?
Can use existing plugins for features.
