I am looking for someone to build me a closed auction website.

Some of the features I am looking for:
The site will only be running 4 auctions per a year. So there will be 100+ auctions running at one time but only 4 times per a year.
Anybody can view the auctions when they are live but they will need to sign up to bid.
Anybody with a credit card can sign up.
When they sign up we want to autorise their card for £2,000. This £2,000 will only be debited if that person wins the auction! (We have spoken to different payment services and banks who can work with us on this)
When the auctions are not running (as they are only running 4 times a year) people will be able to come to the site and see the items like this http://bit.ly/ivvYD0
Some of the bidding features we are looking for:
Normal bid; your bid must always be higher than the current high bid, Superyacht Auctions uses predetermined bid increments for each minimum bid increase. In case of an opening bid it is advisable to place at least the opening bid. An unreasonably low bid may be cancelled. A bid placed by you is unconditional and irrevocable. Please Cf. the General Terms and Conditions.
PLEASE NOTE: after 10 minutes users are logged out if not active, this is to ensure the safety of an account.
Auto bid; in case of an auto bid you enter the maximum amount of your bid for the object concerned. Superyacht Auctions will increase the bid by the minimum bid increase. If a higher bid is entered, Superyacht Auctions will automatically place a new bid for you.
The users will need their own front end admin system where they can manage their bid etc but they will not be able to message each other.
All the items on the site will be listed by us in a EASY TO USE admin system.
I am happy for you to use an already made auction script AS LONG AS IT IS SAFE. I do not want you to use a nulled script!

There will be more features we will need but this post is just to give you a ruff idea.
I would want to go over with everything with you in detail before we started to project so we both know what needs to be done.
So some of the things I’m looking for
*Only 4 auctions per a year.
*Yachts can be listed on the site and viewed by anyone when we are not running auctions
*Anybody can sign up with a working credit card
*Yachts to be listed by us
*Once signed up there will be a front end admin system where people can manage their bid (like ebay)
*The site needs to be secure! (this will be tested)
*An easy to use admin sytem to manage the users and to list all of the auctions.(so technically there will only be one seller which will be us)
As you can see this is quite a big job and you can see from my feedback that I’m a reliable person to work with and you need to be the same!
You need to have over 20 ratings! and you need to have worked on an auction project before!
Payment will be made by escrow or paypal.
