What are we looking for? – Coding & Design
Quick DETAIL – All URLs have to be SEO friendly.. NO – Question marks and = in the url. All words and –
General Idea? – Allow visitors to quickly register, suggest topics, and reply to current topics. By default, there are only 5 topics in each category. The administrator has the ability to create more categories via the control panel. All topics have a 5 day period. (which can be changed via the control panel). Once the 5 days run out, those topics will go to the Archive Area. Then, the Next 5 topics that are next in Queue will become active and members will be able to reply to those. In addition to the default number of active topics, the admin has the ability to add “Hot Topics” up to 3, that will co-exist with the Current topics and will always appear at the top of the listings. The system will have a built in censorship protection and the ability to change alot of the settings on the website. We would also like to have a simple social networking feature built in that allows members to easily promote the website. All topics will appear in Queue and will go in order. When the total of topics have reached 500, the Suggest A Topic page gives the member a message and will no longer accept submissions until the Queue Total falls below 500.
Member Details –

1.)Registration (members have to verify their email address)
– Members are able to upload a small avatar that will appear beside their posts.
2.)Members are able to reply to as many topics as they want.
– Members are able to prop other members as much as they want. But, they can’t prop the same reply ever.
– The number of props a member has received will show on the side, under the member’s name.
3.)Members can’t create new topics. They can only suggest topics and an administrator has to approve them.
Administrator Details –

1.) Has the ability to
– Add/Delete/Edit Categories, Current Topics, Pending Topics, Members
2.) Has the ability to edit the amount of active topics and the length of time they’re available.
3.) Has the ability to Ban (permanent ban) & Freeze Accounts(will be able to set how long a person is banned). (and IP Addresses, which can be taken off if need be)
4.) Has ability to click a button to watch certain members (all posts from these members will appear in a special section in the control panel.
5.) Has the ability to back up the database and upload one.
6.) Has the ability to email all members
7.) Has the ability to edit censorship
8.) Has the ability to change a member’s status to either “Member or Moderator”
9.) Has the ability to add Advertisement banners in the Header / Side / and Footer via the control panel ( these have to be able to accept html/javascript )
10.) All topic suggestions from members will appear in the control panel under “New Topic Suggestions”
11.) Has the ability to Close / Open the site via the control panel, including a message that’ll display to everyone if Admin chooses to close (deactivate site) for Maintenance purposes for an example.
MODERATOR DETAILS

There’s more to it, but that’s the most important part and is more than enough than you need to be able to come up with a quote.
We are seeking design as well, but something simple, YET! Professional and savvy.
