Need to provide a minimum quantity for Wholesale Level 1 and Wholesale Level 2 for each product. Set by Admin on product.php
For example:
Wholesale level 1 minimum quantity = X
Wholesale level 2 minimum quantity = Y
Field is displayed on product info page on customer side.
