DESCRIPTION:
We need a web based software with the following features:
-Users download the software and use it from their own PC, but it only works when internet connection is available and when connected to our website.
-Users pay a monthly fee on our website in order to access this software, so the software connects to our website before running, in order to check if the membership is paid.
-When running, the software will change the user’s IP address every second or minute. Please suggest the best way to reach this result. This seems to be possible using proxy servers, like the software at http://www.hidemyass.com. No need for other functions from this software, the user doesn’t need to be made anonymous, and there are no other requirements.
These are the functions we would like to start from, and the main software function will be explained to the selected provider.
Please provide a price for what I explained so far, while explaining your development strategy.

QUESTIONS – Please provide your proposal with answers to the following questions:
1) Which proxy servers will the user be connected to? We need something reliable, that won’t just disappear someday and that supports a large volume of users, hopefully while allowing users to browse the internet at high speed.
2) Would it be possible to have our own proxy servers around the world? (like the mentioned software has). If yes, how? Please make an analysis with costs.
3) When the software connects to our website, in order to check if the membership was paid, will it be a problem if the user’s ip address changes every second/minute? Will the user get logged out from our website and/or lose the connection so that this checking process can’t verify the membership?
