I have an Opt-in list of 100 million emails and would like to pay for someone to email the list, but to do so in a legal way respecting spamming laws globally. I need it emailed within 15 days and repeated again over 15 more days. I am willing to pay 10% to start, 40% after 15 days and 50% on completion. If done quicker i am willing to pay a bonus.
