Css Based Navigation Menu And Icons

I need a css based navigation menu to be designed for a website.

I will need between 10 and 15 icons to support the menu. You will need to come up with meaningful designs in order to portray the icons’ meaning correctly.
The images need to be in the following sizes – 24X24, 32X32, and 48X48.
The menu will be built using css based boxes with rounded corners and 3 images. Of these 3 images, two are fixed width side images for the box and the third is an image that forms the box content. This is a 1 px wide image that needs to be repeated horizontally and needs to adjust size to the content within the box. The content inside this box consists of another smaller rounded corner box. The icon placement will be within the smaller box. The design needs to be tableless. Since some of the menu choices will depend on php variable values in my website, for test purposes it is okay to create a dummy php/html page with dummy variables. Changing values of these variables should change the menu in the required manner. Based on the values of the dummy variables, I also need some of the menu items to be displayed as inactive (non-clickable and grayed-out).

Please note that the design needs to look the same in firefox, internet explorer and safari. The design needs to be as lean as possible. I will provide a mockup to the selected designer to use as a reference.

Given these requirements, you need to be an expert in CSS, a creative designer, and good in php. Please provide examples of similar work that you have done.
