Html To WordPress Conversion W/ Custom Blog & Portfolio

I purchased a template (http://cl.ly/2xNT)

I need HTML site to be converted to a WordPress theme but I will supply a png to show you how I want my blog & portfolio pages to look & function.

Must be W3C & 508 Compliant. No tables, CSS only!
