I need a new Joomla template to rebuild this website

The new design will need to be a complete rebuild and redesign.
It will need to be dynamic, and classy to reflect the AB nature of the visitors to this established and popular shopping mall. A 3 column template will be required with plenty of module positions available.
The design will need to be in no more than 3 subtle and complimentary colours.
The winning bid will need to supply 3 template images for choice and edits.
The template will need a smoothly operating menu system that will be capable of limitless slick submenu.
The template will need to be developed on local server and supplied in the usual Joomla template zip folder to be installed in the usual way
The payment will be in parts.
1. on supply of 3 sample images
2. on completion of required edits
3. On supply of successfully installed template
4. On completion of testing and further edits/corrections
