Text Localize Manager Class (TLMC) is a tool for PHP Developers to make their websites multilingual without any changing in PHP source codes and HTML structures for each language. they can specify and set a language to a particular country or IP range (or to a number of countries or IP ranges). In this case, whenever someone of that country or IP range visit the website, the contents will automatically be displayed in the identified language.
