How to put windows shortcuts on the desktop on top of the electron program?

I have an electron program. My task is to make it instead of a desktop. That is, there are shortcuts on the windows and bottom bar, and all programs should be on the surface of the electron program.

Can everything be done in node js? Or tell me, is this possible in Unity?
