a question on the order of how a variable will be global [if my way of asking is bad please help and correct ]

when we called the global keyword basically what that does happen is the x in the function will be global but isn’t the previous x outside of the function a global itself than how the second x inside the function will be global i mean variable can have just one [name!?} cause by echo we get different values in echoing
