I am looking to get three modifications done to the script found here:

1.) Make it so banner ads can be location specific and uploaded by advertisers (local to the city selected), and;
2.) Associate a specific photo for each location chosen in the header. So if someone clicks on a city in Colorado, a picture of that city shows up in the header. This would be input by admin.
3.) Change the header so site has a different look and feel and so that it accomodates the photo indicated in item 2.
