Create a custom wordpress them and homepage by webkidd

I need a custom theme created in wordpress and a custom home page created. The Home page needs to be able to be able to pull recent posts into different parts of the homepage. (Budget: $10 – $100 USD, Jobs: PHP, WordPress)
