Enable creation of Mini sites with user generated content by minisite

I would like to set up a system which will enables user to set up their own minisite on my site. Each user should have their own password and be able to add/edit their own content. They should obviously not be able to access other parts of the site… (Budget: $30-250, Jobs: ASP, Drupal, HTML, PHP, WordPress)
