We need someone to do the programming for a document sharing site that is a combination of scribd and digg.
Site functions like this:
Registered users can upload documents (standard file formats .doc, excel, PPT, PDFs, images, etc.) and can assign categories, descriptions and tags to the documents.
Other registered users will be able to search for docs, view by category, and vote/rank documents. User can then view doc online and download.
There needs to be CMS that allows a site administrator to manage the site content.
The site will need to be scalable so that in the future:
1) There can be multiple versions of the site for different markets (different skins).
2) In the future we can allow users to sell and buy documents. (Please provide a line item estimate for this now)
