Help setup Monitoring Server with Nagios, 2abbix, or Cacti by jcw2012

I need someone to show me how to set up a monitoring server with nagios, 2abbix, or Cacti. I need it to be able to monitor and send emails (Budget: $30-$150 USD, Jobs: Construction Monitoring, Linux, Script Install, Software Architecture)
