We have implemented the attached solution in SharePoint 2007. It hides “View All Site Content” link to all users and an additional “View All Site Content” menu item is added to the Site Action menu and is accessible only for users having the AddAndCustomizePages right… (Budget: $30-$250 USD, Jobs: Sharepoint)
